Procedure for Obtaining Re-Export Phytosanitary Certificate (Re-export PC) for Plants and Plant Products

Step1
Re-Exporter obtains, completes and submits the Phytosanitary application form to the Plant Protection Division under the Department of Agriculture. The re-exporter who apply for the Phytosanitary certificate must know the requirements of the country of destination. The re-exporter must provide-

1.  Sample products (100 MT – 1 Kilogram) for visual inspection,
2.  The original Phytosanitary Certificate from country of origin.

             Note: The re-exporter must apply the Phytosanitary Certificate before the shipments.

Step2
Plant Protection Division (PPD) accepts the application, reviews for completeness and correction of the submitted application. PPD will register, assign unique number, stamp in number on application form and place those application in the document folder. After application has been registered, the quarantine inspectors conduct visual inspections of the submitted sample for pest presence. If needed, based on the requirement from the destination country, the inspector sends sample product to the laboratory for pest analysis.

Step3
PPD provides the lab test result after the testing. If alive pest is found in the sample, the application will be rejected and the PPD informs the re-exporter with reason. If pest free, PPD issues the Re-export Phytosanitary Certificate.
Step 4
The re-exporter shall collect the Re-export Phytosanitary Certificate and the process of applying Phytosanitary certificate is end here. The application process, from the time of submission, shall take (3) working days. According  to  the  requirements of  the  country  to  be  imported,  it  takes  5 days in total  for  Arthropod identification  including  2  days of  testing  duration and  3  days for  preparation of issuing PC. For disease analysis, it takes 10 days in total, including 7 days of testing duration and 3 days for preparation of issuing PC.(excluding government holiday).
Fees per application is 30000 Ks.
Note: The applicant can apply the Re-Export Phytosanitary Certificate (Re-export PC) at the plant quarantine head office and border check points.
