Description

Step 1

Importer, who wants to import the controlled precursor chemicals, needs to get the recommendation letter from the Supervisory Committee for Controlled Precursor Chemical- SCCPC of Central Committee for Drug Abuse Control- CCDAC. The applicant needs to obtain Form (6) and submits the form along with the supporting documents including:

  1. Applicant’s company or organization;
  2. Copy of applicant’s National ID or Passport;
  3. Type, brand, amount, quantity, weight and name of precursor chemical meant for import;
  4. Manner of packaging and quantity of packages;
  5. Date of import, arrival date, name of Customs Port, Customs Aerodrome, Border Point of Entry, the final destination of goods;
  6. Mode of Transport such as vehicles, aircraft, train, and vessel to transport the controlled precursor chemicals;
  7. Name of foreign country, transit country, import date, name of Customs Port, Customs Aerodrome, and Border Point of Entry;
  8. Payment system;
  9. Numbers of importing time.

Step 2

SCCPC processes the applications in accord with the Rules relating to the Supervision of Controlled Precursor Chemicals. The SCCPC will send the reject letter for the incomplete and incorrect documents to the importer to conduct correction and resubmitting of the documents.  

Step 3

When the result is passed according to the result of survey, the SCCPC issues the Form (8) called export recommendation letter. The importer shall collect the recommendation letter at SCCPC and proceed to apply for import permit license at the Export/Import Business Division under the Ministry of Commerce.

Step 4

The importer shall submit the following documents to the SCCPC before the importation of the goods.

  1. Indent, Manifest, Invoice, and Bill of lading;
  2. Applicant’s name, address and Importing country;
  3. Name and address of the person mentioned in the indent;
  4. Purchase order or sale contract;
  5. Type, brand, amount, quantity, and weight of precursor chemical meant for import;
  6. Manner of packaging and quantity of packages;
  7. Date of import, arrival date, name of Customs Port, Customs Aerodrome, Border Point of Entry, the final destination of goods;
  8. Name of foreign country, transit country, import date, name of Customs Port, Customs Aerodrome, and Border Point of Entry;
  9. Import license permit from the Ministry of Commerce, date and number of the recommendation letter as per the Article 17 and 18 of Notification No.3/2004;
  10. Type of transportation such as Vehicles, aircraft, train, and vessel to transport the controlled precursor chemicals;
  11. Numbers of importing time.

Step 5

After the importation of goods, when goods arrived at the port, the importer shall submit Customs Declaration form that include detailed information such as -

  1. Recommendation letter of the SCCPC along with Pre-shipment Inspection Certificate and Purchase order or sale contract that submitted to the SCCPC.
  2. Import License/Permit
  3. Concerned department’s laboratory test result
  4. Bill of landing (B/L)
  5. Packing List (P/L)
  6. Evidence of cash transfer
  7. Value of goods
  8. Certificate of Country of Origin

Step 6

The importer needs to apply the approval at the SCCPC by submitting the Form (9) for transporting, of the precursor chemicals in the country. After the submission of approval application, the inspection team will proceed to examine the imported goods .

Step 7

If the inspection result is failed, the importation into the country will be denied and the SCCPC will send the reject letter with reason to the importer. If the inspection result is passed, the SCCPC will issue Form (10) to the importer to carry on the process of transporting the chemicals in the country. The overall application process may take from (2) to (4) weeks. No charges shall be applied to the importer.

Note: The importers must comply with the following procedures while importing the controlled precursor chemical.

  1. Pack the controlled precursor chemicals securely and label the package
  2. Provide a copy of recommendation letter, import license or permit
  3. Submit to the authorized person or a responsible person who will conduct the inspection of the imported chemicals within and outside of the country
  4. Inform as early as possible to the SCCPC with any changes of the information contained in the Step 4
  5. Report immediately to the SCCPC for any damage, loss or undue shortage occurring during the shipment (en route)
  6. The statements of facts and supporting documents contained in the recommendation letter shall be preserved (kept in custody) for at least (2) years.
